is there a way to give him a damage reducer such as Toughness/Invuln/Imperv/Invincible? be it through a power, relic, resource, equipment or feat? and would the reducer still apply in addition to the Ridiculous Regeneration?

No. Because of the "instead," you can't choose to reduce savage and then roll. You could get one of those powers to negate poison or lower caliber figures dashing him without having to worry about rolling, though.

It is still however 'damage taken', which reducers affect, so this would stack. The question here is whether it is still damage from the attack. As you stated, by the wording, it is not. Which would mean that you couldn't roll for Impervious (you still reduce by 2), and the damage would lose the penetrating type if it had it, so you would still be able to reduce it.

Hulk buster torso gives invulnerablity.

You could equip him with a possessor. Ion and Parallax look to be the best since they start with Imperv then move to invincible. Eclipso isn't a bad option either.
