Well, sir, what ya got there is an Event Dial. Did you get a card with it? That should explain the specifics. Generally, though, the Event Dial is placed off of the map and effects all characters.

An event dial. Good to know thanks. I did get a a card. The part I am wondering about is "At the end of each round and at the end of a player's turn if the player chooses to roll a d6 and the result is a 5 or 6."
If the result is a 5 or 6, then what happens? Was there supposed to be more text? Some of the other event dials from the set have the user turn the dial based on a die roll result.
The text you quoted would have been preceded by an hourglass symbol. It means to click the dial once whenever the trigger occurs. In this case, at the end of each round and at the end of the turn if you roll the 5 or 6.
The whole reason both players have to agree is in large part due to the fact players would build teams around specific dials and some dials would give huge advantages to specific builds. Also if memory serves originally players who brought event dials could have both dials overlap each other which lead to weird things happening
I think its an interesting mechanic that could introduce some thematic randomness into a game. I could imagine an event dial representing Uata the Watcher intervening in a battle, or perhaps the Danger Room malfunctioning while the X-Men are battling the Brotherhood, etc.
