Can you use pshycic blasty and three attacks? I think so my judge says no. Also with RCE can you use multi attack. I also say yes and the judge says no.

Under the description of the power, rce specifically says that you can only use it on a single target.

I am totally confused as to the situation. How can someone make 3 attacks with PB? Is this the same reason why someone can Mind Control 3 people if they have 3 lightning bolts? If this is the case....PB could be way too powerful...and who has PB and 3 lightning bolts?

Just wondering about the rule clarification.

Yes this situation is with people with 3 lightning bolts and pb. Though if your person only does 2 damage, they have to split it among the 3 people not 2 to each. So that'd be 2, 0, 0 or 1,1,0 or whatever.

Combine that with a 12 range and a good attack ( 9 on the first click, IIRC ), and you have a whole lotta fun.

I believe she can use either PB or MC with the three arrows or 12 range.

Personal favorite of mine (along with Dormammu) in my quest to survive without the Ultimate Thor, Iron Man, or KC Supes of the world.

Morgan Le Fay has 3 targets with Psychic Blast (and Mind Control). Its like any sort of multi-target attack, unless the power states other wise (like RCE), you can use the power with the multiple targets. For example, Ultron and his EE with his multiple targets can be lethal on formations.

Also, keep in mind that when you target multiple targets, you split your damage. Morgan only has a base damage of 2, so unless she gets perplexed through the roof, she is only actually going to be able to damage 2 figures (for 1 click each) with her PB. One of my favorite tactics is to target a couple different figures, one I really want to take down and another with a lower DV that would be nice to hurt, but isn't high priority. Then I make my attack roll (you only roll once on multiple targets, just like pulsewave) and if it is high enough to hit both, I put 2 points on the big guy and 0 on the smaller guy. If I miss big guy, I do all 2 to the small guy.

Psychic blast can be used with multiple target attacks. Morgan le Fay has three targets and Mordru has 2. You will roll to hit your targets, and divide your damage between as per a normal ranged attack, except for the part about ignoring damage reduces.

RCE cannot be used with Psychic Blast, as RCE is a power action, and can't be combined with other actions.

Actually, the reason RCE doesn't work is that it specifies a "single target". You can use multiple targets with any ranged combat attack.

What works:
Energy Explosion (power action that gives ranged attack)
Incapacitate (ranged attacks only)
Mind Control (ranged attacks only)
Psychic Blast (ranged combat action that gives attack)
Running Shot (move, make ranged combat action)

What doesn't work:
Pulse Wave (does not target)
Ranged Combat Expert (specifies single target)

Hello, what about using Psychic Blast against Silver Surfer LE.

It says his powers cannot be countered. Can Pulsewave and Exploit weakness get through his team ability too?

The LE Silver Surfer is, indeed, vulnerable to Psychic Blast and Exploit Weakness alike. "Counter" simply means Outwit at the time being. It is possible that in the future, new powers or abilities could "Counter" certain things, but as for now, the only power that can "Counter" is Outwit.

Keep in mind that Galactus is only vulnerable to Exploit Weakness. Being a "Big Figure" he is not affected by Psychic Blast.

Actually, They changed the galactus rules now so he isn't vulnerable to exploit weakness anymore.
