How do we translate multiattack into current rules
Latest wording of multiattack from 2014:
Give this character a power action. It can be given any two actions as free actions. This ability can't be countered.
Now that at no cost is gone and free actions are defined a little differently in the current rules, how does this affect multiattack?
Can you still shoot with EE twice in one action or is it back to doing two different separate actions?

Kaden is correct. They have to "activate different effects" since you can't perform the same FREE action multiple times with a single character in the same turn.
So you could use EE once, you could do a "vanilla" RANGE action to perform a ranged attack once, you could activate Pulse Wave once, etc.
Otherwise it works as before. Two actions, can be anything, just can't be the same effect for both.
Could you then do a RANGE using passive penetrating blast then do a vanilla RANGE?
No, you cannot, since those would both be activating the same effect. That effect would be an inherent/basic RANGE action.
Previously this would have worked, since Penetrating/Psychic Blast was a RANGE action. But since it is now passive, it is not a separate action anymore.
Ah so you have to use either POWER, RANGE, CLOSE, MOVE..
But what about if you use Running Shot for the first action which is POWER: Halve speed, move. Then RANGE as FREE. Then for the 2nd action, use Penetrating Blast which is also an inherent RANGE. Can you do that?

They specifically added that clause for situations like this Flash's Charge power:
When originally created, he was unable to attack during both uses of Charge. With the change to Charge, he was now able to use his power as intended. They threw in the change to Running Shot at the same time since it just made sense to do so. They're basically the same power, but one says close and the other says range.
Also keep in mind that P/PB is not an action at all anymore. It's just a power that triggers whenever a character makes a Range Attack, like how Precision Strike triggers whenever a character attacks or Super Sense triggers when a character would be hit. The simplest way for most characters to make a Range Attack is with the inherent Basic RANGE Action that all characters can use.
But to get back to the main question, you have concluded correctly that you could indeed use Running Shot as one FREE action of Multi-attack, making a range attack as the power allows you to do, then the inherent Basic RANGE Action that all characters can use as the second FREE Action of Multi-attack to make another range attack. Both of these attacks would also have P/PB applied to them if the character can use it.
And well spotted with the POWER, RANGE, CLOSE, MOVE. Those are indeed the options to pick from when it comes to taking an action as FREE during Multi-attack. Though... You could technically also perform an action that was already FREE as one of them too, though I can't think of any reason you would right now. Perhaps some kind of "after resolutions" shenanigans, I have no idea of specifics.
Back to the point I was making. You can do any POWER, RANGE, CLOSE, MOVE, or FREE that the character can normally perform (except for triggering Multi-Attack again, there is a specific rule about that) as FREE for each of the two actions. But they can't both be the same POWER, RANGE, CLOSE, MOVE, or FREE.
Give this character a power action. This character makes 2 combat attacks (close and/or ranged) as free actions and possesses Lighting Bolt during the action.

That remains the same as it was before. The only difference is that the passive powers will now apply to your attacks.
