Q1: No, because Hypersonic Speed does not allow you to perform a CLOSE Action. Slattern's special power requires a CLOSE action to be used, like Flurry.

Q2: Yes. Like Quake, Slattern's special power would benefit from Giant Reach since it allows a character to target characters X squares away instead of adjacent characters when it makes a close attack.

Note that his power does not specify "opposing". When you use it, you will also be targeting friendly characters.
