ONE BILLION DOLLAR REWARD: Give President Lex Luthor a free action and place a Bounty token on an opposing character's card of 50 points or more, removing any other Bounty tokens on that force's cards. A character with a Bounty token on its card modifies its defense value by -1. During attacks, President Lex Luthor is considered adjacent to any friendly character attacking or adjacent to an opposing character with a Bounty token on its card.
What does the second part of that trait do? (During attacks...) I get the adjacency for friendly figs given his empower and enhacement but adjacent to opposing characters with bounty tokens, can he esentially make close combat attacks across the map? What is the purpose?

He's considered adjacent to a friendly character attacking or adjacent to the character with a bounty token, not the character with the bounty token itself.
So he would be providing Enchamcent or empowerment to opposing figures even if he could.

President Lex is considered adjacent to:
a) Any friendly (to him) character that attacks the character with a bounty token
b) Any friendly (to him) character that is adjacent to the character with a bounty token
President Lex is not consider to be adjacent to the character with a bounty token.

Lex (L) is in the top left by himself.
Hope (H) makes an attack targeting the Bounty (B). Because she is a friendly character attacking the Bounty, during that attack she is considered adjacent to Lex.
Mercy (M) makes an attack targeting Enemy (E). Even though she is not attacking the Bounty she is still a friendly character adjacent to the Bounty, so during the attack she is considered adjacent to Lex.

Being considered adjacent to characters that is adjacent to a character with the Bounty token is very important in one regard: he can use Mastermind to make the character adjacent to the Bounty instead of him.
