pseudosoldie is correct. BFC may be used whether your opponent agrees to use them or not. Only house rule of a Judge may change this.

Please refer to the Heroclix Tournament Rules for how to use BFCs.

(In a friendly game obviously what you and your friend agree to will rule.)
