Question #1: What powers are usable with the transporter move & attack option. can you use RCE or CCE?
Question #2: With the Nova Feat card it states that your unmodified dmg value can now affect everyone within half your range and is not reduced to 1. Can you use Shield TA or Enhancement in conjunction with Pulse wave and use the nova Feat card?
Question #3: I was under the impression that the rule of 3 refered to your ability to modify your figs above and beyond their full existing capability. For example Bane has CCE with a damage value of 3 for a total of 5 dmg. I thought you could still modify his damage by 3 from that point. I also understood that objects don't play into the rule of 3 equation because it modifies damage dealt and not damage value.

As it stands now, only Super Strength and Steal Energy are usable with Tranporter M-A-M. It works just like HSS option 1 in terms of what powers are functional with it. M-A-M grants a free Close/Ranged Combat Attack. C/RCE is a Power Action, so they will not work.

No, for 2 reasons. First, and you stated this in yourself, Nova Blast works with the unmodified Damage Value. So no Perplex. Second, even though the damage no longer drops to 1, this is still a Pulse Wave, so it ignores powers and TAs. So if your figures are in base contact to use Enhancement or SHIELD, they are in range of the Pulse Wave and the power/TA will be ignored during the attack.

From the Universe Rule Book (page 12): Rule of 3
Many modifiers can affect combat values during the game. Because all modifiers are cumulative, there is a special rule called the rule of 3. The rule of 3 states
that once all modifiers have been calculated, no value can be modified by more than 3. It is important to note that the effects of powers and abilities and team abilities override standard HeroClix rules. The rule of 3, however, takes precedence over any powers and abilities and team abilities.
The values are the *numbers* on your dial. Modifiers are anything that changes those numbers, even Powers that the figure normally has. So, if Bane is using CCE, he can only have his Damage Value effectively increased by one more (i.e. one Perplex). Objects and critical hits are exempt form the Rule of 3 because, as you pointed out, they increase the Damage Dealt, not Damage Value.
