Yes, any figure in the 2nd ring of adjacency can make ranged attacks (flying or non-flying, heck even soaring figures can), however, cannot make close combat attacks.

He is only considered based on movement, in which he would have to roll a break away to move up one to make close combat attacks, or to exit the Giants' adjacency.
