O.K. let me try to phrase this properly.
EE states that the figures must be adjacent to each other for them both to be hit by the attack so...
1. if i target the giant figure with EE does the normal figure take the splash damage?
2. if i target the normal figure with EE does the giant figure take splash damage?
3. they have to be adjacent. but adjacent in terms of movement purposes or attack purposes? i.e. since giant figures have two types of adjacency for standard characters, which one takes precedent in these types of circumstances?

No, because they are not in base-to-base contact.

Basically, there's Adjacent, Giant Adjacent, and Base-to-Base. They need to be Base-to-Base for splash to work.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.

Base-tobase-? According to the Universe PAC the character needs to be adjacent.
ENERGY EXPLOSION (optional): Give this character a ranged combat action. This character’s
damage value becomes 1 for this attack. If the attack is successful, compare the attack roll to the defense
value of any characters adjacent to the target to determine if they are also hit. All characters successfully hit
are dealt damage from the attack.
sorry if this has already been clarified, but i can't seem to find anything concerning my question.
I think characters are adjacent for purposes of battle-lock, to represent the size of the giant-figure, but to take splash damage I would think they would have to be base-to-base.

yeah, i suppose since Universe was written before Giant figs came into play the rules are a little out of date. Giant figs are one thing i've never been able to get my head around properl. Hopefully when the rules are rephrased with icons it will clear this kind of stuff up.
I guess my dreams of Energy Exploding all 24 squares around a Giant fig are scuttled for the moment
Well, since they are ajacent for movement, giants would still be tying up all 24 squares with plasticity, right?
We really need a comprehensive giants faqs guide. So many questions....
You got the right idea. I see your point that the Giant rules are...complex...but when a question comes up, just ask yourself if movement or close combat is involved.
So yes, a Giant figure could affect movement in a lot of ways out to 2 squares...

Mind Control
EW
Quake, etc. at 2 squares

Giant figs ignore other characters Plasticity, correct?
Does this act as if the other characters do not have Plasticity, thus making them vulnerable to the Giant figs Plasticity, allowing the Giant to tie them up?
