Can you perplex up damage to let's say 1 before you roll for damage using BCF? At work and don't have access to rules.....just wondering. Thanks.

Sure.
Doesn't do much good though, as the BCF power replaces the damage value with the roll of the die, so the only effect is basically a wasted Perplex...

I would even allow someone to ignore the rule of 3 if they wanted to BCF and perplex up their damage value! Just cause it would be funny

The rule of 3 isn't really a factor here, as it only applies to the final values. You can perplex up a figures damage (or whatever) 10 times if you want (and have 10 different perplexers, of course...), but in the end all above the first 3 (per value) are wasted...

BCF, however, is a replacement value and therefore isn't affected by the rule of 3.

(note that the rule of 3 applies to the final modifier. It is workable to perplex a transporters attack 5 times (again, if you have that many perplexers... or Hydra figs in case of shooters), so they get a +3 after the -2 for a transporter move and attack is applied...)
