Okay, so what does the Outsiders TA actually DO? I've always taken it to be a sort of 'status lock', where a character can't modify any values, which pretty much knocks out half the powers in the game. However, it's important to note that because the word 'modify' isn't actually USED in any power, I've heard all sorts of arguments about this power. WK seems to think it's self-explanatory, since the last time I checked the FAQ (which I'll admit was about 6 months ago), there was no errata at all on it.
Can someone put it into english and give me a clear list of powers and TAs that fall victim to it? It's kinds of annoying to try to shut down with Arsenal, only to have the guy playing V CD Green Lantern get all uppity because he doesn't interpret the TA the same way. Considering how effective the TA is on that guy (it pretty well screws him sideways), I'd really like to know how to play it.

Not to sound too harsh here, but if you don't keep up with current rules, we are supposed to somehow overcome your ignorance for you? That seems a little counter productive...

Outsiders prevents the use of Powers and Team abilites that modify a value. It doesn't do anything to replacement values, and it doesn't effect inherent abilites (like the Transporter move and attack ability) or feats. As to what a modifier is...
From the DC Icons rule book (page 14):
REPLACEMENT VALUES AND MODIFIERS
Some game effects, including some powers, feats, and team abilities, allow the substitution of one combat value for another. These substitute values are called
replacement values. For example, when one value becomes or is used instead of another value, it is a replacement value. When a character’s combat value is
reduced by half, that is also a replacement value. Modifiers increase or decrease a combat value by a specific amount. A modifier may never reduce a combat value to less than 0. Replacement values are
not modifiers.
Modifiers and replacement values that take effect during an action are in effect only for the duration of that action unless stated otherwise. Modifiers and replacement values that take effect during an attack are in effect only for the duration of that attack unless stated otherwise.
So, powers like RCE, Perplex, and ES/D all use modfiers, as do TAs like Hydra and SHIELD. They increase or decrease a combat value by a set amount.
Defend, B/C/F, EE, Charge, Sinister Syndicate, and Defenders are all replacement values. They either outright replace a value with something different, or they reduce a value by half (which, according to the quote section above, is also considered a replacement value).
Also, I guess I should point out that the powers I listed are all just examples; it is not a complete list. Hopefully, between the rule book passage and my examples you can figure any additional powers and TAs out yourself. If something is still giving you problems, please feel free to post specific questions/clarifications.

Hey, I see plenty of people asking ridiculous questions that I know have been in the FAQ since IC, or corrected by new rulebooks and PACs. They aren't asked why they are going by the old rules, or why they can't be bothered to look in the FAQ. I'm just being honest about not doing it.
Also, it's worth noting that since the Wizkds site is a Flash site, it's not always accessible from every computer... such as the one I'm using right now.

It is the place to ask questions. However, I personally feel there is a very big difference between not understanding a rule or not being aware of a certain resource and just flat out not bothering to use the tools and resources available to you.
I would have made that comment to anyone who admitted they didn't even try to go look at the FAQ (they obviously know it exists and that it probably contains the info they are looking for). I have also called out the occasional person who I know (due to time on the boards and past discussions with them) knows how to look up something.
There is helping people and then their is abetting ignorance. You have to draw the line somewhere, and as an educator (yes, I do teach) I feel it imporant that people use all the resources available to them... not just the easiest ones.
I would like to point out that WixKids having flash on their site shouldn't prevent anyone from accessing the rules on their site. If your browser doesn't support flash you just won't see the little flash movies which are mostly adds anyway.

All I know about moles is that after I took a test on add/ sutracting moles the teacher told me that I should be shot. That night after I stopped crying I prayed that reed richards was my science teacher
