hey there excuse my ignorance as im sure these have probably been asked many times before. but i cant find anything to clarify. my grasp on the rules seems to have slipped as i spend more time painting em than playing with the darn things.

if i outwit say a characters inv. and then knock it off it inv onto toughness. is toughness still outwitted for the remainder of the turn?

can a flying character in hovering mode make a ranged combat action over the heads of a friendly character?

No. Outwit counters a specific power, not any old power that happens to appear in the same spot on the dial. If you Outwit Invulnerability, only Invulnerability is countered, not Toughness.
By that same token, though, if you Outwit a particular power on a character, damage that character so that the power is no longer on its dial, then damage it again and the power re-appears all in the same turn, the power is still Outwitted. This can be particularly useful against characters like N'astirh that alternate between certain powers (he flip-flops between Invulnerability and Super Senses for a big chunk of his dial).

No. The ability to fly only lets the flying character ignore other character bases for movment purposes. If they are all at the same elevation, a flying character does not gain any sort of special LOF rules over non-fliers.
