OK, I think I've made an idiot of myself. For the last couple of weeks at my venue the judge has been saying that in order to use a card the prerequisite has to be met on the starting click. Initially I found nothing to verify this, but I let it slide. In attempting to correct someone elsewhere they asked me to back up my statement that feat requirements must be met on the first click. I can't can I?

So to answer your question, you can assign feats to a character as long as somewhere on the dial the prerequisites are met. You will only be able to use the feat when the stats that meet those prerequisites are showing on the dial.

So for example you can assign nanobots to a figure with a starting 3 damage as long as he has a 2 damage or less click somewhere on his dial. He won't be able to use nanobots until he lands on a slot that is showing 2 damageor less. Also you can't use perplex to lower the 3 damage to 2 damage in order to use nanobots.
