Can I use the Outsiders TA on Lockjaw and then use Lockjaws transporter ability, but not have to lower his attack by two, due to the Outsiders TA? If so, this is the greatest loophole ever!!

I think not, cause the transporter attack says subtract 2, not modified by -2. Similiar meaning but different cause all modification are listed as to modify, not subtract or add.

"Until the beginning of your next turn, the target may not be the target of powers or team abilities that modify its combat values."

I don't think the move and attack penalty counts as a power or ta that modifies combat values. It's similiar to how outsiders doesn't affect ICWO.

It won't work. The -2 to attack penalty is a modifier, but the FAQ/clarifications specify that move and attack is not a PAC power and isn't affected the same way by Outsiders.
