can a fig with running shot run to soaring and then attack a figure who is hiding behind another opposite figure?
I mean, does a soaring figure see the opposite figure even if he is behind another fig? works just like shooting from a rooftop?

No. From the Danger Room rule book (page 30):

Soaring characters can draw lines of fire only to soaring characters, giant characters, and colossal characters.

Do Soaring characters half their range while shooting at Colossal and Giant characters? (I don't have a new Danger Room rule book YET. so that's why I wonder if it is in effect, or not.)

Hmmm I have not used V Emerald Empress to go on soaring and RS and PW at V Atlas....next time I will be sure to use that!
