I don't think Pulse Wave gets you out of Mystics damage, though I freely admit that I could be wrong. They key lies in the wording. Pulse Wave states:
"Give this character a ranged combat action; halve its range value until the action has been resolved. All powers, team abilities, and feats possessed by characters within range of this attack are ignored until the action has been resolved."
So obviously, Pulse Wave would ignore any powers while the attack is occuring. What needs to be clarified is when the damage is taken. If damage is considered part of a Ranged Combat Action (i.e. the action isn't over until damage is taken), then Pulse Wave would ignore Mystics TA. If, on the other hand, damage is considered to occur AFTER a successful Ranged Combat Action, then Mystic damage would still apply.
In layman's terms: Pulse Wave will always cut througha defensive ability, since it ingnores powers. However, it might not ignore Mystics, since Mystics, since Mystics only kicks in after you take damage, which would be AFTER the Pulse Wave (an its power-ignoring effect) is done.
Can anyone with an expert opinion (such as Normalview) rule on this?
I don't think there is a written ruling that says "Mystics is ignored by Pulse Wave," because it's simply the way it is. The wording for the Mystics TA is "When this character takes damage from an attack, the attacker takes 1 damage. This damage is not an attack and cannot be reduced." So the Mystics damage happens immediately and is ignored by Pulse Wave.
The General Errata and Clarifications document outlines the only TAs that aren't ignored by PW. From the section under Pulse Wave:
"Powers, abilities, and feats that take effect as a result of a character being KOd (such as the Fantastic Four and Suicide Squad team abilities and the Lazarus Pit feat card) are not ignored by Pulse Wave. These effects take place after the attack is resolved."
