Can you put the same barrier on grounded and elevated terrain. and a flier going to soaring can still get over all of it.

thanks quebbster I guess I did find it , but because barrier goes to soaring I thought that it was permissable thank you for helpin out
Barrier does not "go to soaring". Barrier is blocking terrain. It has all the same properties described in the rule book under blocking terrain. Characters with L/C, flight, Phasing, etc can all move over/through blocking terrain (including Barrier) just fine; they just can't stop on it. Unless a Barrier is made inside (and is, thus, indoor blocking terrain), nothing at all prevents a flier from simply moving right over it... they don't even need to go up into soaring mode.

Depends.
Remember, Barrier is blocking terrain (and follows all the normal blocking terrain rules for LOF).
So, an elevated character can draw LOF to another elevated character across a Barrier if the Barrier is on non-elevated terrain. If the Barrier is also on elevated terrain, then LOF can not be drawn.
If the elevated character is trying to draw LOF to a non-elevated, non-soaring character, and Barrier is in the way, the LOF will be blocked by the Barrier.
And flying doesn't have any effect at all on LOF (blocking terrain, or otherwise).
When a ladder (printed on map or the "step ladder" object) is next to elevated terrain, I believe it is adjacent to the elevated terrain. I suspect then the barrier can "climb" the ladder, connecting barrier markers on non-elevated terrain and elevated terrain. Can someone verify this for me. Also please verify that this works on stairs as well.

No. Those squares are not adjacent to each other. The ladder merely provides a way for characters that can not normally hop up or down between elevations to do so.

Barriers can be placed on stairs, though, because the rule book (and Map FAQ) describes the stair squares as being adjacent to each other, even through changing elevations.

Thanks, I guess we've been playing this wrong. We've had figures on elevated terrain (at the top of a ladder) with an opposing figure at the bottom of the ladder and allowed them to make close combat attacks against each other (because we thought they were adjacent).
