If Spectre is surrounded by opposing figures and has no open adjacent spaces, can the Angry spirit tokens still be placed on the map at the end of the round or not???
The rules specify to place the Angry Spirit token adjacent to the Spectre, but what if there aren't any adjacent spaces??
P.S. If there are 8 Angry Spirit tokens on the map and the Spectre is knocked from his first dial to his second dial are 2 Angry Spirit tokens immedeatly removed from the map as the rules state that only 6 are allowed on this dial???

Nothing in the rules really gives a definitive answer one way or the other. Since the rules do use the term 'adjacent', I would personally rule that if your players are gutsy/lucky enough to completely surround the Spectre (that would take some doing, after all) then no Angry Sprit Tokens could be placed at the end of all the players turns. You may choose to rule differently, though. As long as you let your players know before hand, I don't think it matters. Probably won't even come up.

Power levels for colossal characters like Galactus, DP, Spectre, etc are static. Meaning, whatever power level the colossal character starts the scenario at, it remains there throughout the scenario. So, a scenario Spectre that starts with a maximum of 8 Angry Spirit tokens will always have a maximum of 8. While they do not come out and say as much in the Angry Spirit rules, see this part from the 'Powers and Abilities' section as an example:
When The Spectre uses Mind Control, it takes no damage due to the combined point values of successfully hit targets. When The Spectre uses Energy Explosion or Pulse Wave, its damage value becomes equal to the number of combat dials it started with at the beginning of the game (Spirit of Vengeance: 3, Jim Corrigan: 2, Hal Jordan: 1).
The Angry Sprit tokens are placed adjacent to the ATTACKER, not the Spectre. so if you surrounded Spectre, you'd place the Spirit token behind the basing figure.
From the rules: Placing Angry Spirit tokens. Each time The Spectre is attacked, place an Angry Spirit token adjacent to the character that attacked it after the attack resolves. If the token cannot be placed adjacent to the
attacking character, place it adjacent to The Spectre instead.

They never attack when the Spectre is simply attacked; he has to take damage and the die roll has to be a 1 or 2. They also attack after all players have completed their turn.

On a result of 1 or 2, each Angry Spirit on the battlefield acts as a free action (including any Angry Spirits placed on the battlefield as a result of the attack that caused The Spectre to take damage). In addition, after all players have completed their actions for a turn, each Angry Spirit on the battlefield acts as a free action (including any Angry Spirits placed on the battlefield after all players completed their actions for the turn). One player chooses and resolves the actions that all Angry Spirits take during a turn, beginning with the last player to take an action during the scenario’s first turn, and then moving clockwise around the table to other players in subsequent turns.
