From the DC rulebook, page 11:
"A hovering charcater may move through opposing characters and blocking terrain."
The FAQ makes it clear that if a hovering character starts a turn adjacent to an enemy unit, he has to roll for break away, but if you are hovering, you can move over enemy units all you want, till you stop.
Soaring is almost completely useless. It is good for making a wall to protect friendly units from ranged attacks (range attacks have 1/2 range against soaring units, and soaring units block line of sight, so if you put a soaring figure in front of another figure, a ranged attacker needs to get really close to shoot you), but other than that, not much.
The Marvel rulebook has that line too but that is a bit out of context. Its the italics in the paragraph below..

Hovering:A hovering character is floating near the ground and interacts with non-flying characters as if he were on the ground. To show that a character is hovering, move the flight indicator to the bottom of the flight stand. A hovering character may move through opposing characters and blocking terrain. A hovering character’s movement is not affected by hindering terrain. Hovering characters may change elevation and even hover on top of elevated terrain. For purposes of breaking away and close combat, consider a hovering character to be at the level of the elevation the figure base is on.
Under movement there is

A character can move through a square occupied by a friendly figure, but cannot move through a square occupied by an opposing figure. Characters must end their move if they enter a square adjacent to an opposing figure.
Since they interact with non flying characters af they were on the ground, the would have to stop when coming adjacent to an enemy character. BUT, if they succeed on a breakaway roll, they can move THROUGH the opposing figure ... which is not the case for a grounded figure.
