Can a figure perplex up another's movement value? thanks

Yeah sure, perplex allows you to alter movement, range, attack, defence and damage. Any printed number on the dial (apart from character point cost) can be changed by perplex.

If you have a team of Perplexers, you can up a 0 range to say, 10?
Thant doesn't seem right, how can someone with nothing but a fist hit from 10?
Also, can you perplex number a targets (lightning bolts)?
