In my humble opinion, Special Powers, Feats, Battlefield Conditions, and Event Dials supercede the rule book when there is a conflict between what the card/special power/event dial says, and what the rule book says. This is true for a lot of games, including simple games like Monopoly (Do not pass go, do not collect $200).
To go strictly by the fact that Special Powers override the rulebook in priniciple, then I would say that a Cuckoo could carry/move an opposing Cuckoo, AS IT IS CURRENTLY WORDED. It doesn't really matter what the ruling on it has been, the ruling on it should be that a Cuckoo could carry/move an opposing Cuckoo, given the current verbiage.
In general, as Normal implied, the named powers like Exploit Weakness are not specific enough if you just read the description of the powers in a vacuum. Within the context of the rulebook and the PAC, Exploit Weakness makes complete sense, as do the rules for carrying.
But with the advent of Special Powers, WK will need to be much more careful when situations arise which may or may not conflict with the rules and PAC, as the Cuckoo Special Power appears to just by its description.
To be completely accurate the Cuckoo's Special Power should read something like:
COORDINATION: Cuckoo can use Mind Control. When Cuckoo is given a move action, she can carry up to two other adjacent friendly Cuckoos.
On the other hand, if they truly wanted you to be able to affect the opposing Cuckoos, it should read:
COORDINATION: Cuckoo can use Mind Control. When Cuckoo is given a move action, she can carry up to two other adjacent friendly and/or opposing Cuckoos.
It just depends on HOW BADLY game design wants the Special Power to override the normal rules and PAC! In some cases, like Parasite and Box, it's obvious the Special Powers totally override the rules!!! It would be sad if every new Special Power has to be dissected like this because they are just not specific enough...

This is not the first time we have endless debates about special powers with mmm not proper enough (???) descriptions.
These debates would never have existed IF wk would stop saving ink (I would like to know how much they are charged by word ).
Sometimes one single word makes a terrible diference in the interpretation of a special power.
I keep reading that special powers that supercede the rules book says so in the same power description.

This statement is not 100% true.
Iīll bring Loboīs special power as example (not for debate, it has previously been debated).

In Cukoos case I perfectly understand the ruling, the "why" and the "how".
But that is not what the description of the special power says.
In the end a friendly Cukoo or an oposing Cukoo are both Cukoos.
This lack of atention or quality (if you have a better word please feel free to write it) from wk when making/writing special powers or feats or bfcs is annoying.
We shouldnīt be debating about the ruling.
The ruling itīs there, we could agree or not, but it wonīt change just because some players donīt agree.
We should be talking (see how I changed debating for talking? ?) about this (and others) quality issues we keep finding each time we open a booster...

I don't see any conflict at all here. Carry is a specific term as far as Heroclix rules go. Its been defined for some time. By saying that the Cukoo can carry other Cukoos, it means, since they are not transporters or flyers, they may use the carrying rules as they've been defined, but only for other Cukoos.
Your transporter, who has the ability to carry, cannot carry an opposing character. Your fliers cannot pick up an enemy and carry them without the drag feat.
Why would the Cukoos be any different?
If their power had read : When a Cukoo moves, they may cause two other adjacent Cukoos to move with them, then I could see the arguement without a problem. But Carrying is a defined ability, and unless the special power says otherwise, specifically, it would seem to work precisely like any other figure with the ability to carry.
For more comic-accuracy, Batman will become so stealthy, he will not actually appear in sets.
Instead, there will be a new battlefield condition :
The Goddamn Batman : Both players put their figures away and go home. Batman is declared the winner.
Really interesting, actually...basically, it's a female that just conforms to the norms of her husband and serves him without object. Stepford Cuckoos, pretty fitting if you ask me.
I clicked on a link called "Midwich Cuckoos" which is a book that more firmly correlates with the Marvel Cuckoos. It is clear this is where Morrison got most of his inspiration from. Apparently when that book went to film, they changed the title to "Village of the Damned"- sound familiar? Here's a strange bit of trivia from the Wiki article:
"The novel was filmed as Village of the Damned in 1960, with (unusual for science fiction films made in that era) a script that was fairly faithful to the book. A sequel, Children of the Damned, followed shortly after, and there was also a colour remake of the original in 1995 by John Carpenter set in "Midwich, California", and starring Christopher Reeve in his last film role before he was paralysed in a riding accident."

When someone describes a husband as 'cuckolded,' I think it's a synonym for 'whipped.' (... to use the common parlance. Kids these days, feh.)
Incorrect. "Cuckolded" means, in common parlance, "Cheated on".
So if you describe someone as cuckolded, you better know that their significant other is sleeping around... otherwise you are liable to cause a very big misunderstanding

A round always begins with the 1st player, regardless of # of players in a match.
7 players' round would end with the Player 7 and begin anew with Player 1.
So in case of 2 players, only Player 1 gets a DV Boost via Hive Mind; Player 2 does not, period.

... and when you MC a character, it becomes friendly to your force.
It is perfectly legal to MC an opposing X-Man next to one of your X-Men and then make the controlled (and temporarily friendly) X-Man heal your character. Great way to make it take a click of damage and get a little something for yourself at the same time.

That is what I meant...this exact same arguement came up like five years ago with the X-Men TA. But I wouldn't expect any of you whipper snappers to know that.
