Tempest's special power turns clear terrain into water terrain, so he should be more or less permanently submerged yes.
Fortunately there are many ways around it - and figures both ignore the water terrain when moving, as does figures with the Unstoppable or Swingline feats.

Only when she charges does the terrain change. The reason is the comma between the word "charge" and "clear". So her power should read "Tempest can use charge, when she does, clear grounded terrain...blah, blah.

The ability to use Charge and the change of clear terrain to water terrain are two separate effects of "Summon the Elements". As long as "Summon the Elements" is showing on Tempest's dial, clear terrain not containing objects, terrain markers or debris is water terrain.

No props for Ultimates/Superman Ally?
You could also TK an object underneath Tempest, which would make him visible, then take some shots.

That's implausible, because it wouldn't actually accomplish anything. Also, the power as we have it obviously contains typos-- I don't know what the punctuation is on the actual card.

I just looked at the power description and it is a period, so Speedster has a correct description. So long as the power shows on the dial the terrain is considered water.
