When this character uses the Duo Attack ability, modify its attack
value by +1 for the first attack; if the second attack is against a
different opposing character than the first attack, do not modify its
damage value by -1 for the second attack.

action to make a duo attack. It makes two separate attacks
against opposing characters as free actions (making two
separate attack rolls). These attacks may be close combat
attacks, or ranged combat attacks with a single target.
Resolve the first attack before making the second; the

second attack, to a minimum damage value of 1. If the
character is KOd as a result of the first attack in a duo
attack, the second attack is not made.
Does this power enable them to target two separate characters with the duo attack?
The Duo Attack allows them to attack one character two times or two different characters once, with the -1 to Damage during the second attack.
Team Work modifies the Duo Attack, giving them a +1 to the Attack Value on the first attack, and if the second attack is against a different character they don't have to drop the Damage by 1.
The "...with a single target" clause in Duo Attack has misled many people along the way into thinking Duo Attacks are only against a single target, when what it's stipulating is that one can't use any multiple target ability (if they have two or more lightning bolts) to target more than one target at a time.

I think you're misunderstanding the part I quoted (It's easy to do and it's happened before). It's not saying all the attacks have to be against the same single target. It's saying each ranged attack has to be against a single target. That stipulation is made because some Duo Characters have more than one target printed on their base (Nightwing & Starfire and Batman & Robin). The Duo Attack ability does not allow them to make use of both of those targets for each ranged attack. You can make two ranged attacks, but you can't target two characters with each ranged attack, just one.
