Hey i was jsut wondering if u "outsider" darkseid with like nightwing, then can you use darksieds 12 range with all damage unavoidable and can see through anything. Im thinking this because outsiders stop ability's that modify stats

You can do full damage, but you still have to halve range.

To clarify that, Darkseid's power reads:

OMEGA EFFECTS: Before Darkseid makes a ranged combat attack, you can choose any or all of the following options for the attack: 1) Darkseid's range value is halved and his line of fire ignores characters and hindering terrain; 2) Modify Darkseid's damage value by -2; damage from this attack is penetrating damage; 3) Darkseid's damage value is 0; if the attack succeeds, put the target in any unoccupied square within Darkseid's range to which he has a clear line of fire.

Relevant parts are underlined. Outsiders TA affects modifiers, *not* replacement values. Option 2 is clear, as it states that it is a modifier, and thus is subject to Outsiders. Option 3 is likewise clear - it is a replacement value and not subject to Outsiders. I'm curious about Option 1, though, as "halved" seems more like a modification than a replacement. Whatever you do, though, remember that Darkseid can't use Perplex on himself on a turn when he's been Outsidered.

Halving Darkseid's range is a replacement-- otherwise, it'd be limited to the rule of three.
