You must meet all of the prerequisites of a feat in order to use said feat. In this case, the prerequisites are followed by CCE or CR.
Is that how you would read Shellhead too?

Shellhead has a several commas... including one right before the "or", indicating that the entire list is a set of alternatives.
Manuever, meanwhile, has only the one comma and it is placed before the two choices separated by the "or", indicating that those two choices (the CR or CCE) are separate and distinct from the item preceeding the comma (the ).

Again, it could have been much more clearly worded. and either CCE OR CR, for example, would have been much better.
Grammatically speaking, the comma makes the boot symbol part of
a series along with the other two pre-reqs. Meaning that you need
either the boot, CCE, or CR.

It is 3 individual methods of meeting the prereq for the feat. All boot characters meet the prereq. Any non-boot characters with Close Combat Expert meet the prereq. Any non-boot character with Combat Reflexes meet the prereq.
Prerequisite: {boot}, Close Combat Expert or Combat Reflexes
Choose a character.
When the character make a close combat attack against a target opposing character, after the attack is resolved, put the target in any unoccupied square adjacent to the character.

Indeed. I must admit that I am surprised by this news; I almost have to wonder if this is an 'off-the-cuff-before-I-take-it-to-GD' ruling or if this is the final answer. I'll have to do some digging around to see.
As it is, though, the fact that any boot character can potentially use the feat seems waaaaaaaaaay too unbalanced for the point cost.
EDIT - I found the clarification mentioned (and a bit more besides) on the Judges forum at WK. Obviously, that is not how I originally interpretted the card (and I think it is now grossly undercosted), but clarification is always nice. FYI, here are some more of the RA's comments on the wording:

[nbperp] No. There is not "or". Therefore it is a list of prerequisites that are necessary. With Maneuver, there is an "or".
"a, b" - clearly means you need to have a and b.
"a, b or c" - is not clear. It could mean "a and (b or c)". It could also mean "a or b or c". A legitimate question and needed clarification.
