I got a Anti Monitor on the DC junkyard map.
Anti Monitor is on one side of the yard and we got a Nightwing and Robin on the other.
My question is since there is the long strip of hindering in the middle, can characters with stealth or Bat Ally be targeted? The line of fire goes THRU hindering and follows the definition of Stealth....or because the figures aren't directly in hindering, can monitor "see over" the hindering and are they targetable?
I erred on the side of caution and said by the power's definition, they could not be targeted...
The ANTI-MONITOR can be adjacent to a maximum of 12 squares. He can attack and be attacked through any of them. The ANTI-MONITOR can make a ranged combat attack against any character in range, even if that character is in an adjacent square.
Lines of fire drawn to and from the ANTI-MONITOR are not blocked by standard characters (characters with the damage symbol), but they are blocked by giant characters (characters with the damage symbol) and other colossal characters. Blocking terrain blocks a line of fire drawn to or
from the ANTI-MONITOR normally.
From the LOSH rules:
Colossal Characters
A character with the damage symbol is a colossal character. Colossal characters are exceptionally big, and they may have special rules that are provided with the character. Colossal characters do not halve their range values when attacking soaring characters. All colossal characters block lines of fire to other characters. Colossal characters ignore the effects of hindering, elevated, and outdoor blocking terrain on movement. Colossal characters can’t be moved by Telekinesis. Colossal characters may make ranged combat attacks when adjacent to opposing characters.
Neither of these passages say that the AM ignores stealth or powers that grant something similar to stealth. Therefore, he should not ignore stealth, unlike Starro, who's rules insert specifically addresses this point.
Even though the AM can target over characters, terrain still affects his LOF, just like it does for giants, who can also see over characters.

Here's a question.....if AM uses his move and attack must he have LOF to his target before he moves? I may have been screwed on this ruling yesterday when AM used the move and attack against my WF's while they were in stealth.

I double-checked all of the FAQ and errata pages and it would seem that this is correct. Neither Giant figures nor Colossal figures can see over intervening Hindering Terrain, even though they can see over figure bases. I hope that gets changed in the FF starter. It seems silly that Anti-Monitor could see Puck hiding behind Hulk but couldn't see Batgirl if a swing set is somewhere between them. Granted, I hope that they also fix the disparity on close combat between colossal and giant figures. The Awesome Android can punch Galactus from two squares away but Big G would have to shoot back... *sigh*
So if you play Anti-Monitor try very hard to win map choice. I suggest the CoG skyscraper map.

The Multi-Attack ability allows for 2 free actions, Power, Ranged combat, or Close Combat. Phasing is a power action, so in effect you declare Multi-Attack, use Phasing as the first free action, then Range or Close combat for the second free action. In a sense, he does have a move/attack power.

I'm not good at quoting errata, but phasing isn't allowed as one of the power actions.
