I'm sure the answer is yes but can I use contingency plan to increase Devil Dinosaur's range to 3, and then use the duo attack at range?

Only if you're adjacent to an opposing character. If your character is on elevated and the opposing character isn't (or vice versa) then they are not adjacent so you can make the ranged attack.

i love the look on someones face when their armor wars spiderman is basing my cain marko, so i perplex up his range to a one and spray spider pieces everywhere. devil dino would be pretty funny with range.
