Any opposing character adjacent to a barrier marker placed by the character that attempts to move (or would be moved by a power, ability, or effect possessed by another character) must attempt to break away. The effect of this feat ignores powers, abilities, and effects that allow a character to break away automatically.
Emphasis mine.
Seems pretty all-encompassing to me. Anything that a figure has that would let them break away automatically is ignored. They have to roll breakaway.
thanks quebbster and retro, so if colossals ignore outdoor blocking terrain do they still have to break away from a construct, since it's a special power like the dopple's? sorry for the noobness guys, i appreciate your help.
What I said about dopples and constructs still stands, but after you roll breaking you can walk right over them you don't have to go around them. Since they are blocking, and outdoors (unless you're on an indoor map).

sweet, this makes sense now, so yes, since it's a construct the anti monitor does have to roll break away, and if he does then he can ignore them, alright good deal. My buddy has beaten us twice w/ the Anti Monitor and I've been tryin to figure out ways to tie him up, thanks much guys!!
Peace
