The thing to remember when using V Mandarin is that his Outwit still only works at a range of ten (as per outwit rules).....That was the first thing I thought when I saw him, but all in all a great fig for his points......Should keep a medic on close hand though, as when he takes pain, he hurts!!!!!!
My mandarin setup is prone to EE tho but here it is:
Mandarin on an object, Adjacent to him are two shield snipers, an Inv Girl.... thats a DV of 21 for Mandain on Long Range (18 + Es/D + Item modifier = 21)
His numbers are excellent! However, if he gets based, he could go down FAST! Therefore, he has to be used very wisely. Never overextend by bringing him into combat too soon.
He pretty much needs his own taxi (doombot is my personal preference - & have a Hydra on your team, too). However, keeping 141 points laying in wait can be an intimidating tactic that could force an opponent to play more cautiously. If they do, then become more aggressive with your force.
The drawback to doing so is that if your opponent is aware of what you're trying to do, he/she will start focusing on taking out your supporting teammates and force you to bring Mandarin into battle earlier than you may have liked.
Pros:
Starts with 19 defense at range
Longer range than almost anyone in the game
Only fig with a ranged-attack Mind-Control who can match Vet Xavier for attack value
Rainbow dial keeps him useful on any click
Cons:
Can’t soak damage
Pricey
I haven’t used him yet, but rest assured that Mandarin in any form is a magnet for would-be close-combat attackers.

Destiny gets in place. Doc Samson moves to an object and moves into place. Iceman taxis Mandarin, mandarin MC's whoever to kill whoever (this weekend I MC'ed Prof X to MC Whirlwind to Flurry back at Prof X for 6 damage!! in turn 1!!!) with Doc Samson perplexing range, damage or AV. I push next turn to MC again, and ICeman if needed brings ?Mandarin back to get healed. What a deal.

I like to use Mandarin at long ranges. Use his 12 range as an advantage. Mind control works with his 12 range. Either MC
your enemy to kill each other, or what i have had success with is MC'ing my enemy to walk up to a waiting Spiral. Use Mandarins outwit to cancel any damage reducing abilities and there is a very good chance that Spiral can KO anyone. It's not a bad idea to keep a taxi close by. As your opponent gets closer use your taxi to keep them at a distance. Shadowcat works well because if some bruiser gets in Mandarins face, Shadowcat can use her phasing so no breakaway is recquired.
Another idea to keep in mind is to include another attacker on
your team(I like to use a Doc Ock(v)). That way your enemy has to concentrate on two threats and the Mandarin doesn't get pounded on as much.
