What if Gee is based by two opposing figs, and he uses this power on one of them. After FB'ing one of them away, would he still be able to use the Incap on them, even though he is still based by the other fig? It seems like he would not, but I have seen stranger rulings.
It doesn't mention a ranged attack being required, so I'd think you could. After all, Incap can be used in both close and ranged combat. then again you can makethe whole point moot by putting Whirlwind on him and FB everyone back, then making an incap attack on all of them.
I'm not sure about the answer to your question... but I think the better question is "if you use the Whirlwind feat with his SP do you get to roll for an icap to all characters effected by FB?"

I'm pretty sure you would. His power says After the use of Force Blast is resolved (even if the Force Blast is ignored), Gee can use Incapacitate targeting the same target as a free action.
Whirlwind says When the character uses Force Blast, the result of the six-sided die roll can be split among multiple target adjacent opposing characters. The targets are otherwise affected normally by Force Blast.
Since Whirlwind targets, it seems to jive with the wording of his power.
No, you can't. Incapacitate needs a ranged attack to be used against characters that are not adjacent, and no character (except Sharpshooter) can make ranged attack if adjacent to an opposing character, so in this configuration Gee would not be able to make the Incapacitate attack.
The SP doesn't change the way Incapacitate is supposed to work, it only allows Gee to use it as a free action.

In regards to Whirlwind, I think this is one of those things where you can only use the base power in the second instance
It specifically says 'same target', i.e. singular
Original question, if you FB'd away the target, the presence of the other fig will prevent you from using this as stated
