I would say no, because the rulebook states;
"Whenever a ranged combat action is used to affect more than one target, the damage value of the attack is reduced to 1,even if the attacker has a higher damage value or super powers that would increase th damage."
RCE is the only personal super power that would add to the damage of a ranged combat action that they would be referring to. It may also be a timing issue. The rules are a little vague on this. RCE may come into affect first and then the damage is reduced to 1.

I think the issue is that a character with multiple targets is still considered as only making a single attack that hits multiple targets. Remember you only roll once and use that roll for each declared target, so its all the same attack.
It would be different if it worked like flurry (or the sentinel/sinestro multiattack) where you made a separate roll against each target. In those cases each roll is considered a separate attack against a single target.
The Powers and Abilities Card specifically says this about RCE, "This character adds 2 to his damage when making successful single-target ranged combat attacks."
As was said, the lightning bolts do not indicate multiple attacks. Hawkeye's double bolts allow him to use on single attack against multiple targets, but it is very much a single attack with a single roll. And RCE specifically says that it will not work with multi-targeted attacks.
