If I am next a stealth guy can I outwit it, or is he in stealth still?

Sorry but you need LOF to use outwit. Since the figure is stealthed you could not draw LOF to him even when you are in B2B

Unless something has changed you need to have a clear LOF to the figure and since hes in terrain (even b2b) you can't see him.
