OK. Now I'm bored and trying to stir up some carp. So here's and argument for all you good gamers looking to interpret some rules. This is the thing - PW's original PAC description never says that it targets a figure, even in the "single-person" mode. It states to draw LoF to everyone, and then delivers full damage if only one person can be hit. The FAQ further finagles the wording by first explicitly stating that PW "does not target characters" and then turning around and saying that "When only a single character is in range of a pulse wave, that character is the target...". And yet, to further complicate things, it goes on again to read "While Pulse Wave does not target characters, the line of fire may be...". So it would seem they can't make their minds up.
I would suggest that PW should be allowed 2-3 "bursts" if the figure has multiple arrows; since the power does not target figures this would override the normal rule about not targetting the same figure twice in one round. The catch would be that you would require a number of figures within range equal to the number of bolts. The first line only requires you give a ranged combat action, which by definition allows you use two bolts, and any power that normally interacts with a ranged combat action. It does not specify a "single-target" action like RCE does, which gives some precedence for allowing it's use. The "logic" behind it would be that since PW is a non-targetted attack, the figure can attempt to use it as long as there are two potential targets on the board, even if one has already been proven to be an illegal target by the first PW.

A can try and PW against both B and C even if B is Panther in the bushes. When he does, each PW will ignore B and hit only C for full damage twice.
