Nope, standard powers, (the ones that Staff of One grants) are the ones on the PAC. Transporter is a symbol, which grants abilities. These are not named powers. Also, no team abilities, as those also are not standard powers.
An interesting question is.... does the ability to have ANY standard power allow Nico to be assigned ANY feat that has a power prereq?

Yes as nbperp stated in in another post she would be able to be assigned any feat.
She would need to choose the power to use the feat.
In regards to BT she would only be able to use that on the ones where she had perplex and choose Outwit for her power.

To clarify - given preexisting rulings, I would say that she can be assigned just about any power-prerequisite feat. I do not, repeat, NOT know what the actual ruling and/or resulting errata may be. I cannot imagine that the intent for Nico was to allow her to be assigned just about any feat, so I suspect that there would have been some kind of ruling/clarification/errata.
But until that would happen, my personal ruling would be that she could be assigned a feat with a power as a prereq since she can use that power on her own.
