THE ETERNAL GLORY OF ASGARD!: Gharskygt can use Perplex twice on your turn, but can target only other friendly characters that have the Asgardian keyword, and modify only attack values.
It has occurred to me that the special power does not specify that he must use his two uses of Perplex at the same time. He could modify one character's attack value, allow other actions to take place, and then modify a second character's attack value.
There is also no restriction that Gharskygt must use his Perplex on different friendly characters; he could modify a single character's attack value by +2.
Sounds right to me, especially in comparison to past Perplex-y special powers that specified +2 or -2.
And a free action's a free action, I don't see why the second perplex could be done at a completely different time in the same turn... the attack only modifier is a little of a downer to me, but it's still awesome.

I am inclined to agree with both of your assessments, based on the wording. He is not restricted to using the SP all at once, nor is restricted to using it on one friendly character. In fact characters is plural.
