So, Lex Luther unique has outwit at the end of his dial. He's also Superman Enemy team. My understanding of this means he gets to use two simultaneous outwits! One comes from his natural power and the other granted from his team ability if paired with someone cheaper than him.

No, he doesn't get two outwits. It's mentioned in the DC FAQ that if the character already has outwit that he/she can not get it again.

DC PAC:
"Superman Enemy: If two Superman Enemies are adjacent, the figure with the highest point value has the Outwit super power. If that figure already has Outwit, this special ability does not work. "

The last sentence clearly states that you don't get a second instance of outwit. I beleive that answers the question.

Yeah, stupid me missed that. Thanks. So much for a brief shining hope of Lex Luthor usefulness. Now he has to pay for an expensive team ability that he won't even be able to use half the time. Well, at least you can team him up with someone of more points and give them outwit.

Parasite. Him. Yeah. Actually, I'd use a LexCorp Battlesuit with him. Carry him into place, outwit with him, then attack. I'd especially do it against a Mystic. Parasite then takes damage to his Impervious click. Or, leave him for a turn if you can be sure his poison will work. Then attack with him and put him on Impervious. That's going to be one annoyed Mystic.
