I believe one of the rules of the MMCE was you had to fill half of the map. No more and no less.

well as stated you can only go up to the half way mark with the New Rules of expanded starting area, any figures left over would follow the same old rules of not being able to fit in your starting area. KO'ed and points awarded to the opponent.
