well, Barry Allen and Hal Jordan always seemed to team up in the silver age, and i noticed that wally and Kyle have this "hate to work together, Love to get on each others nerves" relationship. I guess they are just playing off on the dynamics from the comics in the tv series

i think it was because they were both reinvented in the silver age from golden age charecters. jay garrick and alan scott into barry allen and hal jordon. and they both had their predesessors be veryily affected by the crisis and zero hour. barry allen killed replaced by wally west, and hal jordon go insane replaced by kyle rayner. they share many historical similarites.

Actually Brave and the Bold was pairing up Batman and any other DC character. I believe that the early issues did not have that theme.

Yeah, and those Golden Age guys were pretty tight. Read JSA, and you know Jay and Alan are sitting in the JSA lunch room reminiscing about simpler times when they would sneak into Nazi Germany to prevent Hitler from unleashing his army of Valkyries... The Green Lantern / Flash camaraderie is almost a core aspect of the DC universe at this point.
