Had three areas of the Dr. Manhattan Scenario Rules that could use clarification.
First: Is Dr. Manhattan ever actually moved (as Heroclix considers it)?
From the Dr. Manhattan Scenario Rules:

MOVEMENT
Dr. Manhattan does not move unless he moved by one of his special powers or is defeated, and then leaves the battlefield.
Is there a special power that moves Dr. Manhattan? I assume this is referring to Leave Me Alone!, but that is not a special power. Also, Leave Me Alone! places Dr. Manhattan, it doesn't move him. (Very important for things like breakaway.) So is there a way that he is moved other than removal?
Second: How does the dice roll for the Aspect Dial work if a character using Flurry or the Duo Attack Ability attacks Dr. Manhattan?
From the Dr. Manhattan Scenario Rules:

ASPECT DIAL
When Dr. Manhattan is attacked by an opposing character, the Aspect Dial determines which of Dr. Manhattan's dials will be used when he makes his own attack. After the opposing character's attack is resolved, roll 2d6.

COMBAT
Dr. Manhattan attacks only when he takes damage. Immediately after a power, ranged combat, or close combat action is resolved from Dr. Manhattan takes damage, Dr. Manhattan takes an action. The dial used to take the action is determined using Dr. Manhattan's Aspect Dial, as explained in the "Aspect Dial" section of these rules.
Generally, Flurry results in two attacks within one close combat action. Similarly, the Duo Attack Ability generally results in two attacks within one power action.
How many times do you roll if you use Flurry/Duo Attack Ability? If you roll twice, do you combine the results or only use one of the results? If you only use one of the results, which one?
Third: What happens when Thunderer of Qward uses Qwa-Bolts (Option 2) on Dr. Manhattan?
From the Dr. Manhattan Scenario Rules:

Dr. Manhattan ignores the...Penetrating/Psychic Blast...powers of opposing characters, as well as any game effect that duplicate the effects of those powers.

Qwa-Bolts:
...
When Thunderer of Qward is given a ranged combat action, you can choose one of the following options:
...
2) damage from the attack is penetrating damage.
