The ruling refers to orange squares. Web is just a marker like doppleganger. Now Barrier markers have brown lines and smoke has green because they are the respective terrain type.
Are you saying that older markers that don't have those colors on the edges are not legal?
Well, the old ones clearly say 'Barrier' or 'Smoke' on them, so it should be very obvious... but he's quite correct about the newer tokens have colored borders to match the terrain type.
Having now seen the Blackest Night Special markers, they do not have orange around them. I imagine the Special markers are what was envisioned for the Web Special Terrain Marker and if so, they are not orange bordered.
Web:First Webs Spider-Man has a range of 6. If e hits with any attack, you may place a Web special terain marker in his target's square after the action resolves.
The better question is if you hit a double based character does it get 2 tokens placed under each square that it occupies?
(Web Special Terrain Marker: A character occupying this square must break away for movement purposes. Immediately after the character occupying this square no longer occupies it, remove this marker from the map)
but either way as stated they would need to roll break-away since they occupy the square that they are in.
(i wish the rule about Orange squares were not all encompassing, now on the space map if a double based character is half in space and half not they do not get penalized for being in the space for the range restrictions?)

It does not appear to matter. No matter how many Web Special Terrain Markers are under a character, the character only has to break away once. And if a character moves from it's current location, it would lose the Web Special Terrain Marker, even if only one end of a multi-base character moves. Click here for the ruling.

That is correct. The special characteristics of space terrain do not apply if any portion of a multi-base character is not in space terrain
From the Player's Guide:
