The following is from Michael Fleisher's The Great Superman Book, which is pretty great! Truth in advertising!
Not quite. The radio started the famous introduction, "Faster than a speeding bullet, more powerful than a locomotive, able to leap tall buildings in a single bound..."
It's clear he wasn't quite flying from day one. If I remember the first episode correctly, he was described as leaping from place to place, but it's been ages since I listened to the radio series, so I may be wrong there.
The Fleisher (no relation to Michael Fleisher, above) cartoons helped. Flight was easier to animate than jumping.
In the very first episode someone mentions how he is hovering curiously in the air (that, or it was about 3 episodes in). The mechanics vary on how he did it, but he does 'fly'.

He's a real cad, Un-fun Dad"
