any one knows what hapen if i´ve for example . green arrow 039 from cosmic justice with double range 10 and 1 damage with RCE and i decide to split the damage in two legal targets with 1.5 for each? it is legal? i do two of damage to each?
It is how two lightning bolts/targets worked when the game started. Damage couldn't go below one. So on him if you targeted one figure you could use Range Combat Expert and do 3 damage or target two characters and do one each.
Experience Hawkeye 43 from Clobbering time is also interesting. He has 0 damage with Range Combat Expert and Two lightning bolts/targets.
When the rules changed these figures lost part of their abilities and are not as useful as they once were.
I hope I remember this correctly it has been a long time ago since this was changed.

You can only use one target when using RCE, so it would be three damage to one target.
WhoaDirty is correct. Ranged Combat Expert says, "Give this character a power action. It makes a ranged combat attack against a single target character; modify its damage value by +2 for the attack."
You cannot use it while targeting more than one character. You also can't use it to target a wall or square of blocking terrain.

"all this so that with CHARGE if you have 9 :boot:, you halve your movement, but you can walk five squares"
THIS NUMBERS ARE ROUNDED UP SO WHY NOT?

You have to assign whole numbers. You cannot assign fractions of damage.
From p. 11 of the 2010 Core Rulebook:

When your character targets multiple targets with a ranged combat attack, make only one attack roll; compare this attack total to every target’s Defense Value. Divide the attacker’s Damage Value any way you choose among the successfully hit targets. A successfully hit target can be dealt 0 damage or any non-fractional amount of damage, provided that all damage dealt is divided among the successfully hit targets.

Questions already pointed out the line in the rulebook showing that it has to be whole numbers.
If you choose 3 legal targets and hit all of them, but only have 2 damage, then at least one figure will not get dealt damage. You don't have to deal damage to every figure you target.
