I was told they are both range powers, but they don't say that on the powers card?? Thanks.

If you have Line of Sight to the figure you are attemting to use Outwit or Perplex on (if you are adjacent, you always have LOS barring instance of Stealth) and that figure is within 10 squares (my math's a little weak, but I think 1 is less than 10) you can use the power.

So in a word: yes.

As remywokeup stated, as long as you can draw a Line of Fire, you can use Outwit/Perplex on anyone within a 10 square range. The trick is to get LoF: stealth, barriers, figures, etc can all block Line of Fire.

That's what I thought. Don't know where those guys came up with them being ranged only.
