I just got a question about the new rules for Theme teams and there was one I am not so sure about.
Now the question was:
Once you assign a character a TT Prob control, can you then give that character an action that same turn?
Example: Batman does something and missed the roll so I give Robin a power action to use TT Prob Control putting one token on Robin.
Then I push Robin for his action for the turn to do whatever.
I believe no but I want to just verify because I'm not sure on my ruling?

You can.
The rule is if you were given a non-free action you can't use TT Prob.
There is no rule that says if a figure uses TT Prob he can't be given an action.
Its the old Phone Booth trick that has now become the New Phone Booth Trick for Modern Age teams. Put a token on a figure for TT Prob and then give them an action to push them.
Visible Dials and Pushing Damage need to be optional. This is the way.
VP is right - PC is not an action of any kind. Not even free, it just is. Many powers are like this, although most of the ones that require no action are passive (ESD/ CR) but Shape Change is no action, Enhancement is no action
The reason you get a token for using a theme prob is because the theme team rules say you do.
And, since you have not taken an action by using theme PC, the character with the token is free to be assigned a tokenable action, subject to the usual effects of that (i.e. pushing, if applicable)
You cannot move a character in order to gain line of fire for a theme prob that you might want to assign later that turn. However a flier can reposition a friendly character who can then use a theme prob. NAAT is still in effect, but since the Prob isn't an action, it is perfectly legal.
