I probably missed this before when he came out. But when the Dr. "Zen-hatten" character reaches his middle four clicks of defense he has this power.
THAT DIDN'T KILL OSTERMAN...: Dr. Manhattan can use Impervious, but on a roll of 3-4, instead of the normal effect, you may choose to reduce the damage dealt to 0 and place Dr. Manhattan in your starting area.
When he is successfully hit by Exploit Weakness or Psychic Blast. Does he still get to use this SWP or not?
We had a young player recently argue that he could during a tourney. Because of the reason that none of his powers can be countered by his trait.
TRAIT: The powers of Dr. Manhattan can't be countered.
The judge told him no he couldnt use it and the only thing that might save him was the super senses he has on those first two clicks when the defense SWP is on the dial.
I dont think he can use it since impervious doesnt work against either of those damage powers. But I figured I would ask just to make sure.
Also a couple questions regarding his trait.
Can Skrull Yellowjacket or Time Trapper outwit his TA. If so can he be outwitted normally then or is he immune to their special outwit power.
Skrull Yellow Jacket
TRAITOR: Yellowjacket can use Outwit. He can use it normally, or he can choose a team ability possessed by an opposing character 6 or fewer squares away to which he can draw a clear line of fire and counter that team ability on all opposing characters.
Time Trapper
NEGATE: Time Trapper can use Outwit. When he does, he can use it normally or choose to counter the same power or team ability possessed by all opposing characters to which Time Trapper has a clear line of fire that are 6 or fewer squares away.
What about the Mystics Doom who own SWP allows him to outwit all powers or abilities on a dial. Can he use this against the Doctor?

POWERLESS: Doom can use Outwit. When Doom uses Outwit, he can use it normally, or choose to counter all powers or all abilities of a target character 6 or fewer squares away.
You can't outwit. AKA Counter. Which negates all of the special outwit powers. But Exploit Weakness and Psy Blast ignore the powers. Which is the difference for why they still work. Otherwise you couldn't Psy Blast or Exploit Weakness on ANY Power Cosmic or Quinesensse figure.

Yes and no.
Damage from Penetrating/Psychic Blast and Exploit Weakness is penetrating damage. Penetrating cannot be reduced. This isn't countering and it isn't ignoring. It simply cannot be reduced. So when a character using Penetrating/Psychic Blast or Exploit Weakness deals damage to Dr. Manhattan when he possesses That Didn‟t Kill Osterman..., the damage cannot be reduced (so he takes the full damage dealt), however, he still gets to roll for the power and on a result of 3-4 he can be placed in his starting area.

Dr. Manhattan's trait only protects his powers. His Watchmen team ability can be Outwitted. Even if his team ability is Outwitted, it will not allow his powers to be Outwitted. (It is the trait, not the team ability, that protects his powers.)

Dr. Doom could use Powerless to Outwit the combat abilities of Dr. Manhattan (the trait only protects his powers), however Dr. Manhattan doesn't have any combat abilities to Outwit.
Thank all 3 of you. I figured the answers were going to go this way, but wanted to make sure. We have had this Dr. showing up more and more lately. So I wanted to make sure we were KOing him the right way.
All of us, judge included did forget to let him roll to see if the 3-4 came up. So that will be mentioned to all at our next event.

Let's say he used it once and got placed on his starting area. If he gets his 3-4 Impervious roll again, while in the starting area, can he be relocated to another square?

Yes. You can place him in your starting area, even if he is in your starting area. The only requirement is the roll of 3-4.
