Hi, Newbie question again.

He has HSS and PC on 4 clicks.

he can use his own PC during his own HSS for his missed Attack?

The only figure that wouldn't be able to PC an attack during his HSS would be a carried figure as they are not on the board so you couldn't check range and line of fire.
