If a character using the Hand ATA is adjacent to blocking terrain or a wall, it is not affected by PW right?
I did my search and it turned up contradicting answers.
per the 2012 PAC:

PULSE WAVE Give this character a ranged combat action; it can use
<Ignores hindering terrain>, <Ignores characters>, <May make a ranged combat attack while adjacent to an opposing character> and halves its range value until the action has been resolved.
Draw lines of fire to all characters within range in every direction, including at least one opposing character. All game effects possessed or used by other characters with a line of fire dr awn to them are ignored until the action has been resolved. If ignoring a game effect would cause a character with a line of fire drawn to it to no longer have a line of fire drawn to it, then it is not ignored. If lines of fire can be dr awn to two or more other characters, this character’s damage value becomes 1 and is locked. Make a single ranged combat attack and compare the attack total to the defense value of all other characters with a line of fire drawn to it; each character hit is dealt damage

When it is not your turn, lines of fire to a character using this team ability are blocked if this character is adjacent to a wall or blocking terrain.
In other words:
If there are three opposing characters within range of PW but two of those characters are using the Hand ATA and adjacent to blocking terrain, then it is a single-target PW.
PW cannot target Hand/LoA and the remaining dude that isn't using the Hand/LoA ATA or sidling up against a wall/blocking terrain gets the full-on brunt of a single-target PW attack.

Yeah, the thing to remember with the new PW is:
1. draw lines of fire, ignoring hindering terrain and characters
2. ignore game effects of those to which lines of fire are drawn
3. make the attack on those to which lines of fire are drawn
So, someone with stealth in hindering can be targeted because you are ignoring hindering. And someone with the Hand ATA that is against a wall or blocking cannot be attacked because you cannot draw a line of fire to them and you cannot ignore the ATA because you cannot draw a line of fire to them to begin with.
This also applies to the Fast Forces Batman & one of the Max Lords, who cannot have LoF beads on them due to other conditions, so PW wouldn't target/kick in on them.

I love reading these rules questions to see if I get them right. I do good most of the time but guessed wrong on this one. I figured the Pulse-Waver would have been able to ignore the (A)TA so would have been able to target. I also wouldn't have understood this as easily without the above breakdown.

Lines of Fire
- When a character has the ability to ignore the effects of other characters for line of fire purposes, it refers only to the fact that character bases do not affect the line of fire. This ability alone would not allow the character drawing a line of fire to ignore powers or abilities by other characters.

No. Ignoring characters means they won't block LOF to another character. It has no impact on this question.
The first thing you do with PW (after declaring the action) is draw LOF to every figure in range that you can and then you ignore game effects used or possessed by those characters. But the Hand ATA (and a few other things) say the LOF is blocked, so you can't draw that LOF. No LOF, no ignoring effects.
