Characters with Sharpshooter can make ranged attacks against adjacent opposing characters.
Characters with Sharpshooter do not ignore Stealth and figures in hindering terrain still get their +1 bonus (provided that the Sharpshooter does not have a TA, Trait, or Special Power that ignores hindering terrain for LoF purposes).
If based by an opposing figure, a Sharpshooter cannot target another opposing figure that the Sharpshooter is not adjacent to, because the rules for making ranged attacks prohibit it.
Is this correct?
Now a related question:
If not based by an opposing figure can characters with the Sharpshooter ability, who have Improved Targeting that Ignores Opposing Figures shoot through opposing figures, targeting other opposing figures; provided they are with range of the Sharpshooter?

Yes, that is the other benefit provided by Sharpshooter. Do keep in mind though that the Improved Targeting applies any time the character draws a line of fire, so someone like Bad Samaritan could draw line of fire for Outwit through an opposing character.
