NULL OF LEGBA'S STAFF: Dr. Voodoo can use Penetrating/Psychic Blast. When he uses it and hits a character of 100 points or more, all damage dealt to that character this turn is penetrating damage.
Is all damage dealt to him that turn penetrating, even though:

powers of opposing characters, as well as

Penetrating damage isn't on the list of things Galactus ignores, so the answer is yes.
So Doc Voodoo uses Penetrating Psychic Blast...even though Galactus ignores it? Because his SP Power does say he HAS TO USE IT to kick in for the penetrating damage the rest of turn

From the Players Guide:
A character which ignores a game effect may still be targeted with that game effect. Any special attributes of that effect will be ignored. For example, a character with the Repulsor Shield feat that is hit with an attack using Ranged Combat Expert would not ignore the attack, it would ignore the +2 damage dealt provided by the Ranged Combat Expert power.
So, Galactus can still be targeted with Psychic Blast, he would ignore the special attribute of it causing penetrating damage. He is still hit though, and doesn't have the ability to ignore the additional effects of NULL OF LEGBA'S STAFF. Its effect of making all damage dealt penetrating would be in effect before the damage for Dr. Voodoo's attack is applied, so it too would be penetrating, because of NULL OF LEGBA'S STAFF, and not because of the added effects of psychic blast.

But I find the easiest way to answer Ignore Questions is to look at Ignore as "The Power/Ability has NO text." So, you Ignore a TA like Power Cosmic. Does that mean they aren't using it? Nope, it's still there, they are still using it just does Nothing as Power Cosmic has no game text anymore.
Same thing here, he Ignores Psychic Blast so that means the power looks like this now

So, he uses it, does it do penetrating damage? No, why would it? Nothing says it does. But did he use it? Yeah, he used Psychic Blast.
I feel like this Interpretation has worked for me in the past and seems to work, even though it isn't official.

Ok, Just want to make sure I am interpreting this correctly:
I am using mr freeze to target 3 characters, One of which has repulsor shield.
I can still use both his trait and special power but the additional 2 damage would be ignored if I chose to place it on the enemy using repulsor shield.

I am using mr freeze to target 3 characters, One of which has repulsor shield.
I can still use both his trait and special power but the additional 2 damage would be ignored if I chose to place it on the enemy using repulsor shield.
I figured all would be ignored as you have to give him a power action to use Ranged Combat Expert which gives the attack..the only difference is Mr. Freeze Can target more than one person while boosting his damage

@ Moompix: Sounds good to me! It reads like the penetrating starts when the attack hits, which is before Voodoo's damage lands. The only way Voodoo's damage wouldn't land is if big G had SS successfully. If big G did have SS and rolled a 5 or 6, wouldn't Voodoo's power see Galactus as "hit" for any other damage that turn?

Yes, Moompix is correct. I was just trying to explain how I figure out a lot of "ignore" questions.

A successful super senses roll turns the hit into a miss, not into both a hit and a miss. So, no.
